Address registration (meldunek) for foreigners in Wrocław
A foreigner living in Poland for more than 30 days must register their address. For non-EU citizens the deadline is short — the 4th day after arrival. We help gather the documents and agree things with the property owner.
Deadlines and rules
The rules are set out in art. 41 of the Population Register Act (ustawa o ewidencji ludności).
Non-EU citizens
You must register no later than the 4th day after arriving at the address. A temporary registration cannot last longer than your legal stay under a visa or residence card.
EU citizens and their families
EU, EFTA and Swiss citizens and their family members have until the 30th day. They can also register online on gov.pl.
Short stays
If you're staying for less than 30 days, for example on holiday, you don't need to register.
What to bring to the office
Registration is free. A registration certificate, if you need one, costs 17 zł in stamp duty.
- Registration form — a separate one for each person, including children
- Passport
- Visa, residence card or stamp confirming a pending residence application
- Proof of your right to the flat, for inspection: tenancy agreement, land register extract
- The owner's confirmation on the form if you are not the owner
Where to register in Wrocław
Registration is handled at the Residents' Service Offices (Biura Obsługi Mieszkańców) of Wrocław City Hall. Non-EU foreigners must apply in person: online registration on gov.pl is only for EU citizens and their family members. Registering at a new address automatically cancels the old one.

What happens if I don't register on time?
Registration is a legal duty, so it's best not to delay. In practice, without meldunek it is harder to get a PESEL and sort out everyday matters.
The owner won't register me — what can I do?
If the owner won't confirm, the matter can be settled administratively based on evidence that you live there. We'll explain the procedure.
Does meldunek give me the right to stay?
No. Meldunek only records your address. The right to stay comes from a visa, residence card or UKR status.
Do I need meldunek for a residence card?
The residence card application asks for your address. Meldunek is not always required, but it helps confirm the address.
