PESEL number for foreigners in Wrocław
PESEL is the 11-digit number you need to work, pay taxes, open a bank account or see a doctor. Here are the two ways to get one, and we can prepare the application with you.
Two ways to get a PESEL
Which route fits you depends on whether you have a registered address (meldunek).
Through meldunek
If you register your address in Wrocław for more than 30 days, a PESEL is assigned automatically — no separate application is needed.
By application, without meldunek
Without meldunek you apply for a number and state the reason, for example that your employer, ZUS or the tax office needs it.
PESEL UKR
Ukrainian citizens who arrived after 24.02.2022 get a PESEL with UKR status under a separate procedure — see our UKR status page.
Documents for an application without meldunek
Applying is free. Foreign-language documents need a translation.
- Application for a PESEL number
- Passport or another document confirming identity and citizenship
- Document confirming the reason, for example an employment contract or a ZUS request
- Documents confirming the data in the application, e.g. a translated birth or marriage certificate
Where to apply in Wrocław
Applications are accepted by Wrocław City Hall (Urząd Miejski), for example at pl. Nowy Targ 1-8 or ul. Gabrieli Zapolskiej 4. You apply in person; the rules on filing by proxy or by post for non-EU foreigners changed in 2026, so we'll confirm the current procedure before your visit.

Frequently asked questions
How much does a PESEL cost?
Assigning a PESEL number is free. You only pay for document translations if you need them.
Can I get a PESEL without meldunek?
Yes, if you have a reason: you need the number for work, taxes, ZUS or another official matter. The reason goes in the application.
Does my PESEL change when I move or get a new residence card?
No, the PESEL number stays the same. Only your registered address changes.
I have a PESEL UKR — do I need a new number for a residence card?
The number stays; the status changes. We explain the move from UKR status to a CUKR card on a separate page.
